You can actually get those weapons in-game with any version of the game using the console, they work fine except for the fact they do no damage what-so-ever, which is a bummer.

Those weapons were added for the German version to make up for the lack of gore (you can't sell violent games to kids in Germany, so most producers censor the German versions).

All that controversy over the Aussie version and people completely forgot about the German one. Is it the same as the Aussie one?

I guess so, they probably don't want to make individual versions for every country. In German censored versions you usually don't see any blood, you can't shoot limbs off of enemies and the bodies disappear. I think they even had to change the cover because of the mutilated hand.

I think there is a mod out tbh. I played on a server a few days ago with all the blood and guts and it had different weapons. It also made all SI drop random stuff from medipacks to new weapons.
